DFS provides clear guidelines on fire-safety regulations for coaching centers

New Delhi, The Municipal Corporation of Delhi (MCD), the Delhi Fire Services (DFS) has taken steps to bring transparency to the fire-safety regulations governing coaching centers within the city.

DFS clarifies fire-safety norms for coaching centres

As outlined by the DFS, coaching centers that are less than nine meters in height and operate across the ground floor plus an additional upper floor are now exempt from the requirement of obtaining a fire safety certificate.

This initiative follows a series of events triggered by a fire incident at a coaching center located in Mukherjee Nagar. The Delhi High Court had taken proactive cognizance of the incident and subsequently issued directives to the MCD. Consequently, DFS Director Atul Garg has addressed the queries flooding in from various quarters regarding safety protocols and mandatory clearances for coaching centers.

To elucidate the specifics, Garg stated, “Coaching centers catering to groups of less than 20 students are not mandated to obtain a fire safety certificate from the Delhi Fire Services.”

He further elaborated that if a coaching center operates within a building spanning the ground floor and an upper floor, regardless of the building’s overall height, the center need not secure a separate fire safety certificate from DFS. This exemption applies provided the building already possesses a valid fire safety certificate.

Recalling an unfortunate incident that transpired in June, a fire erupted in a building housing coaching centers in the Mukherjee Nagar locality of northwest Delhi. The blaze resulted in injuries to 61 students. The fire department had then raised concerns about the absence of proper fire safety arrangements within the premises.

Subsequently, a case was registered under pertinent sections of the Indian Penal Code (IPC), including sections 336 (endangering life or personal safety of others), 337 (causing hurt by endangering life or personal safety of others), 338 (causing grievous hurt by endangering life or personal safety of others), 120B (criminal conspiracy), and 34 (common intention).

This proactive measure by the DFS is expected to offer better clarity to coaching centers regarding fire safety norms and regulations. The move comes as part of a broader effort to prevent fire-related mishaps and protect the lives and well-being of individuals frequenting such establishments.
